Crandall and Singer Release Study on the Consequences of Asymmetric Regulation of Foreign Investment in Canadian Telecommunications February 20, 2003 A working paper released by Robert Crandall of the Brookings Institution and Criterion Economics, L.L.C. and Hal J. Singer of Criterion Economics, L.L.C. studies the effect of asymmetric regulation or "tiering" of foreign investment in telecommunications. The authors determine that a tiering approach would harm competition and infrastructure investment because it would reduce the incentives of incumbent carriers to invest in network upgrades or new services and potentially aggravate the problem of excess capacity that plagues the telecommunications industry. |
